Which would be better, to buy or make the fluid to install my rally stripes?

The thing about making your own fluid is to have a bucket clean of any dirt, mostly sand. Water with dishwasher soap will do the job.

But save your investment and get the real stuff.

I do my own. Soap and water. Like a teaspoon of soap to a gallon of water. I've never had any issues!
