This is behind the back seat on the pillar. It's on both sides. I'm guessing its part of the LATCH system but not sure. any guesses?

It is meant to be used when younger kids use the seat belt. The belt fits into that slot attached to the bungie cord which lowers where the belt lays diagonally across a child's body. The seat belt would be stretched across a kid's head or neck otherwise.
