Does anyone know if there is a way to turn the Halo's on without the rest of the parking lights?

Are you referring to the rear parking lights or the front?

If you turn the light switch to the first notch to the right of "Auto," then just the halos come on. This will, however, turn on your taillights.

The turn signals do not act as parking lights in the RS equipped vehicles.
