Larger flat washer or fab up a sheet metal piece, as said, pics might help with replies.

Would you like to by a period, or a comma, or a capital letter? It's not that hard to do and sure makes it a lot easier to read your post.

So the area of the fascia where the bolt holds it on has ripped away?

This has come up before and I provided an idea for repair to a C5 member. It should work. You may consider trying this. It was specific for a bolt that tore out of the fascia:

The red piece shown is aluminum plate. Pretty thin, maybe 0.075" thick. You want two of them, shaped identically. The shape shown re-creates the damaged portion of the fascia. The yellow dots are holes. These holes get drilled into the 'flange' on the fascia, too. One plate goes on top of the damaged area, one on the bottom. Spread some epoxy on the 'flange' so that it will end up in the middle of the aluminum plate 'sandwich' before you apply the 'plates'. It would be a good idea to mask the outide of the fascia with painter's tape before applying the epoxy

Zip ties would be used to secure the 'plates' together, through the 'flange' of the fascia. The blue lines represent those zip ties. Between the plates, the zip ties, and the epoxy securing it all together, it should make an effective repair. The 'buckles' of the zip ties would all be underneath.

The gap between fender and fascia may be greater than you'd like, so play around with the thicknesses of aluminum that will work before you start drilling and using epoxy.

Son - pay a reputable body shop to fix it right, don't go cheap.
