Paint fade...

I'm painting the engine cover for my sis-in-law and after the third coat, this happens….
Is wet sand & repaint the answer?

Too many coats without letting it dry properly in between?

Possibly this, but how well did you clean the piece before painting. Did you use anything to remove the oils on it? If so how long did you let it dry before painting?
It looks to me that the paint pulled something up to the surface and is mixing with it.
If it wasn't cleaned and dried properly, and you want a nice long lasting finish I would scrap it and buy a new one.
If you keep it I would sand, clean with degreaser, prime and re-paint. If not it is possible that the heat from the engine will cause more contaminates to come to surface and most likely cause the paint to flake.

Sorry, but that's my 2 cents.

This isn't my first cover to paint…
Prep is the key. Cleaned with alcohol and dried for 24hrs. Taped & recleaned & let dry 24hrs. Spray 2 light coats then 24 hrs drying inside in spare bedroom. 3rd coat and this happens….

It only did this on the top part. the sides are fine...

If it was fine after the first two coats, I really have no idea. I guess logic would suggest maybe it was the paint?
But if the first two coats were fine, then to answer your first question, Yes wet sand and another coat or two should fix it.

Ive seen this happen if its too heavy of a coat sprayed too close to object. Wet sanding should take care of it.
