Will "Z" VIN #2 go to GM heritage collection?
Or will this be the first retailed Z28? Who will have the lowest retail production VIN?

He gets the first VIN for the planned salable cars. CTF cars also get a VIN but those may or may not be saleable. If you recall there are about 800 cars out there from 2010 that technically have a lower VIN than 100001 they had the CTF 00000x VIN.
