My 97 camaro RS 3800 keeps running hot what could it be?

You could have a clogged up radiator. I'd first try cleaning out the radiator with a hose with pretty high pressure water. You can get a lot of bugs grass and debris in there which inhibits air flow. If that doesn't work and antifreeze level is not low I'd probably change the thermostat. If you are getting a odor or smoke you could have an intake manifold/head gasket leaking. Its also possible you have a clogged radiator on the inside or maybe a bad water pump or a cooling system which is not staying pressurized because of a bad radiator cap or leak.

When does it get hot? At idle, while moving or all the time?

I'll tell you what I did on my 02 Z28; first a tiny bit of background:
With only a couple small bolt-ons, my Autometer coolant gauge indicated temperatures staying steady at about 230* in traffic, with the A/C on, on a 100* day. I decided to remove my washer reservoir (and bought another and relocated it to below the driver's side headlight), and all the baffles in front of the condensor/radiator. When I was done, I could see the whole condensor assembly from under the hood; I did leave the lower air deflector in the car. After running the car in the same conditions I did earlier, the most the car would get to was about 215* - same weather, driving, A/C on, etc. I had absolutely NO cooling problems on the freeway; fans came on just as they did before the mod'. I also added some holes in the bumper absorber and enlarged the existing holes in the bumper bar so that my tranny coolers could get some air through the holes to cool them more. Speaking of tranny coolers, my tranny temps' NEVER went above 180* after this mod'. Under the original circumstances, they could get above 200* in the same conditions. I could even feel air movement through the two holes when the cooling fans would come on. I think there could definately be some other issues with your car though. I just wanted to add to what others had already suggested because those are the easiest and most common to have problems with first. Good luck
