Can someone explain why this turbo is so cheap?

Does anyone know what this thing does, where it's mounted, does it add some HP?

Probably better off hitting a 'you pull it' junkyard and finding a turbo or matching turbos. Wouldn't trust anything like that from eBay. Intake and exhaust systems from eBay can turn out pretty good for the money but if that blows then you are probably also out an engine
