Whats the difference between NSF and CAPA headlights?

So my HID headlight assemblies are burned out and need to be replaced, and the dealership wants nearly $3000 for a new set so I'm looking at TYC's on RockAuto and it gives you the choice of, NSF and CAPA certified, with the CAPAs a being about $35 more. Is there a difference between the two or are they one in the same?
