What about those bypass valves?

What exactly does a bypass valve do?
The instructions say that it must see manifold vacuum as well as boost. I understand that it dumps the pressure when boost is not called for, but can/does it limit the maximum boost also?

I am trying to find detailed information-will you guys enlighten me.

They only bypass excess pressure when there is vacuum in the intake manifold, reduces stress and heat on the blower, keeps IAT cooler, and improves fuel economy.

Does Not Limit boost in any way unless it leaks due to a defect.
