Exclamation Temperature rising and stand still

I have a 2010 Camaro v6 model. Car temperature rises at stand still or at a drive thru. I have changed thermostat, temp sensor, radiator, cooling fans, and water pump. After all still doing the same thing. I had it pressurized to see if I had a blown head gasket, everything is fine. For one my cooling fans don’t turn on until around 226 degrees and sometimes if I let it run until it gets around 240 I rev the engine a couple times and it goes back down to normal. I just changed another water pump because I noticed my bottom water hose would be cold. First day I ran the car after installing new water pump the temp reached 216 and would not go any higher after idling in the yard for an hour. Took it on the road and came back at night and had it idling still reached 226 before I heard fans turn on but did not really lower the temp and sounded like they were on low. Well since I put new fans in do I have to have the car reprogrammed or ecm flashed to have the come on early?

Fan cut on can be changed in tune. The stock on the 2010 V8 is in the 220's.

The fan also does come on in stages, I'm not sure if it can fail in a way that causes the first stage to not come on.

Maybe air in the system and needs to be bled?

My fan does not come on till 228. Sometimes I have to give it a bit of gas to make it start dropping if idling to long. I don't like it getting that hot and if sitting in a long line sometimes Ill turn the a/c on. It runs a fan and keeps the temps down.
