LS V6 AC issue

I have a 2014 Camaro LS with an AC issue.
AC was.fine until I installed a new battery.
Here are my symptoms
When Cold I can start the car and turn on AC and it blows cold for as long as I want but if I drive it 2-3 minutes it turns hot and my water temp goes up to 210+ because fans won't kick on.
If I pull over and push the AC clutch with a tire iron it will kick on the clutch until I drive another 2-3 minutes.
I just had a shop evacuate the system and refill to poper amount. It blows cold but will still turn off after driving a few minutes.
They think it could be electrical....but they are at the end of their ability.

Any ideas as to what would let it blow cold while idling for extended periods but shut off after a.few minutes of driving?

What's the battery voltage? Can see via the HUD, or measure with a meter. Typical voltage while driving is 14 - 14.5 volts or so.

14.7 usually but was 15.0 today.
