Would installing the hid kit require you to remove the bumper or can you just remove the bulb from the back from under the hood? And did you have to tap some wires to install?

No bumper removal required. Just remove old bulbs, put in new, hook up ballasts, and ground it to the car and supply a power source (fuse box is great for this).

how is the install on eagle eyes. and what did you use for hids?

Yes you can install the fogs without removing the bumber. If you remove the screws in the wheel well and pull back the plastic, you can reach the fogs to do install.
