It's not "vandalized". It's no doubt a stolen car that has been stripped of it's easily saleable parts. Nothing too unusual in Oakland and other high-crime metro areas. Just happens to be a Camaro this time.

Look at salvage cars in New Orleans/Detroit/Chicago/Oakland,lots of stripped out cars and trucks. Especially Ecalades (imagine that).
