Not often but they do random and administrative inspections throughout the base so if you get caught up in one of these and your car is not registered then you are looking at a ticket at the bare minimum and likely worse with the chain of command. You probably will be able to fine shops that will pass you on smog for a "fee". You will have to hunt around for what is going to work for you. Hope that clears it up a bit.
