Under engine beauty cover found a part out of place

While cleaning under the LS3 engine beauty cover I found a plastic stanchion on the wire loom
that was not in the proper place - delivered from factory like this:

I lifted bracket up- here is how the plastic bracket looks from a better angle.
This is near the left fuel rail (from driver's seat position).
Standing at the front of the car pointing the camera back toward the engine when snapping the picture.

I've browsed Google at pics of the Camaro LS3 near fuel rail but did not stumble on one that shows how this bracket should be placed. Looks like it is suppose to snap on to a fuel rail at some point for wire harness support. The top of the bracket can swivel around 360 degrees. The swivel joint is right near the lower end where it is clamped on to the wire loom in 2nd pic.
Anyone know how this is suppose to be configured?

For now I am leaving the cover off the engine.

I doubt it will interfere with anything as is. So long as it doesn't sit on anything hot (which) is doesn't look like it will.

I think that is it's intended purpose, although the execution doesn't look well thought out.

Thanks KTJ20141LE!!! Your engine photo is exactly what was needed. I'll go snap it on the fuel rail in that location.
That configuration will lift up the wire about 2 inches above the fuel rail area and make gap larger.
