Not all the time. Sometimes they get a message saying the person is already dead so they don't get a kill. It all depends on PMC. As you can see, he likes to change things up from game to game.

I don't think it's Jewel. Looking through what everyone said, the role blocker would have to be KJ or Overflow, leaning more towards KJ.
