The bumper will fit on one side then the other side will come out, even without the absorber. With the absorber it flat out does not want to go on...I'm not sure what to do at this point

well i don't have the absorber on now so it looks like its fitting....is there anything that is blocking it from going on? should it be such a tight fit or should it be easy to put on?

yes i did that is why it is fitting now (tightly, have to push up hard on it to make it fit) without the absorber

also can i install the ZL1 foglight harness after it is on without taking it off?

Yes all I did was put my car up on ramps to get easier access to the underside of the car I would suggest you have a person to help you so you can feed the wire up to them while you are under the car.

Sounds like your getting some thing in between the absorber and the steel bumper. Maybe driving light wires or?

Hood panel, 22824393, lists for $872.88. If your dealer gives you a discount, you can save some $$. I get a 25% discount from my dealership, so my cost would be around 650.
