Because the LS7 heads feature a completely different port, and larger intake valve appropriately sized to the 4.125" bore size of a 427. Going to a LS9 head on an LS7 would be a step backwards in terms of performance.
Our take on the LS7 head is that there are a few factors that result in the failures. When we "fix" a set, we go with a quality set of guides, and extent them to provide additional support through the port. Recoat the intake valves to ensure the titanium can't go to work against the guides, run a quality aftermarket exhaust valve suited to the application, be smart about your valve-train configuration, and let 'em rip.
