Vato is slang for man, dude, or even homie (homes). It's predominately used by the Chicano culture. Really doesn't have anything to do with gangs or gang life per se, but gang activity can be there.

I lived in arizona 22 years and I cant think of any hand gestures that are rude to just hispanics. Supposedly to koreans the I got your nose hand is a rude gesture but I have never felt the urge I would rather flip them off. ..|.,
