Donk started when some peoples decided that they was going to put the biggest wheels they can on a old scool cars and the only way you can actually put 30 inch wheels on a car was to lift the car and rework the whole suspension. some of those suspension work cost alot of money upwards into thousands and thousands. The whole thing became a culture all over the states espacially among the inner city and hip hop culture. but very heavy in FL, GA, NC, etc.. thats why you have a saying that your rims cost more then the whole car lol.
