It's actually quite easy to prevent. The problem with bare steel (and most metals - even aluminum) is it oxidizes very quickly. So to prevent this, you must create a nonreactive barrier between the steel and the atmosphere.

Just spray some light oil on there and you can kiss that rust goodbye! Why do you think metal parts are always shipped with a light coating of oil on them? WD-40 works, or if you don't have any some Pam cooking spray works quite well also. Good luck!
And people say that I am mean.....

Just swap them out for the ceramic brakes like the ZR1 and the problem is solved!

Get them real hot and the lead will melt off the calipers onto the rotor. Lead doesn't rust.

The other alternative is to swap in a set of old school DRUM BRAKES ... you can paint the drum a heat resistant paint and they will stay nice looking for a long time !!

Just don't expect good stopping performance ... though would probably have better stopping ability than the "lubricated" rotors suggested earlier.

Or, you can get a set of the "RICE" fake rotor inserts in your wheels so you can't see the real rusty ones.

Surface rust is no big deal.... that's just an evil of disc brakes.

WD 40 is a lubricant, if allowed to soak into a brake pad, whose prime purpose in life it is provide friction, it will reduce the pad's effectiveness. The pad wants to be grippy, the lubricant wants to be slippy. I'll fix anybodys rusty camaro rotors for free, all I'll need is the keys and a full tank of gas
