If some moron did that to my Camaro and I caught him I would beat him senseless. A pic like that does not surprise me, the majority of dog owners could care less about others yards or property. Here where I live, letting your dog take a dump or piss anywhere other than your own yard is against the county ordinance and also the HOA rules. People do it anyway, I constantly have to go out and 'remind' these idiots of these facts. Dog owners: Your dog toilet is your own yard. And no, its not nature doing what is does, it is civilization. You want nature, go to a park or someplace way outside of people.

I have 3 dogs, and seeing that really makes me mad. I would not let my dogs do that no matter what kind of car or property it was. Now, given that your neighbor apparently has no respect for other people's property, I would follow scottw's approach.

I would confront my neighbor without the picture because they might just look for the camera and steal it and continue to let their dog pee on your car, or worse.

I would NOT let that go.

That appears to be an apartment parking lot so go to the property manager. I don't know if they would do much but that looks like vandalism to me so I'd try the police. If you have any damage then you can sue in small claims court.
