It's due to the camera frame rate and that the tails are LED's. You see that a lot in other videos on youtube and other places with other vehicles with LED tails like Mercedes, Audi, etc.

I'm surpised to see so many Camaro's in France...

Do they have different rear bumper covers than the US cars? Where are the reverse lights???

They must, because as i can tell, all there cars have LED lights, but if you look closer, the tail lights are 1 set with a small bump separating them, as ours have a divider separating our lights, and they also as i can tell have a red reflector on each corner of the diffuser.

Yes the eurospec rear of the Camaro has it's reverse lights in the middle of the taillight with the tailights being cojoined so to speak.The piece that separates the tailights in the US is notched out in the eurospec and cars not sold in the US.

Does anyone know if these lights are a plug and play in the U.S camaros...... and if so, where could i go and pick up this bumper and tail lights?

those cars were most likely bought through an european dealer. The tail lights were modified most likely in netherlands to meet european standards together with the mirrors dashboard ,etc. To be honest I like the originals more

that's just because of the camera that's filming them, nothing abnormal happening if you look at them in real time. It's just something video cameras create I assume.
