you should always turn the key to the run position and wait till you hear fuel pump cut off before you attempt to start the engine, this way the system is at the proper pressure. get a pressure gauge and make sure the system is getting up to the proper pressure. you can then watch the gauge to see if it is losing pressure which would mean you have a leak somewhere. other then that, you can try changing the fuel filter, they are cheap.
