No, it's far from just a QC issue. Pre-order wise, it's a matter largely of your order sequence, priority, at your dealership and the monthly build concensus, which is based on dealership sales volume.

I was the first order, priority 1, at a small dealership on October, 18, 2008. My build, considering the criteria, has fallen right into place....a build on May, 15, 2009, two months after production began. May a guy who ordered January 2009 receive his car before me, possibly, but not because my car was on QC hold.
