I know my dealer will cut and program a key to the car (without the car being there) if I bring them the title and my photo ID showing that I own the car. The new keys all work off key codes to specific cars that your dealer can look up.

I think your confusing it with keys with transponder chips in them. it's a little more complicated than just a code.
