For emissions, it needs to go thru a full cycle, which for the computer can mean a number of things, shifting through all 6 gears, getting up to 70 mph, running a certain amount of miles, getting engine temp up to a certain point, etc

The California test needs the test equipment and the car to "shake-hands"...The test asks the car "How's things been going?"....Unless the car has enough miles and variety of driving conditions to report, it will have insufficient information to allow it to pass the test...

The same thing will happen on an older car if you have recently disconnected or replaced the battery...the emissions "memory" is erased...

That is called "clean piping".
Tech runs the tailpipe sniffers from another car so your car will pass a smog check.
They will be hard to find since CARB sends out undercover cars to the test stations.
The local street corner drug dealer should be able to refer you to a corrupt smog checker.

CA Smog Requirements
  • Cars Six Years Old and Newer
If your vehicle is six years old or newer, you will be charged an annual smog abatement fee when you register your vehicle, rather than being required to provide smog certification.
Exceptions
The six-year-or-newer rule doesn't apply to nonresident and custom-built cars made since 1976. Those vehicles require smog certification. If you have a custom or specially constructed car, however, you might need a different type of smog certification.
Title Transfer and Smog Requirements
When you sell a gas engine vehicle that is four or fewer model years old, a smog certificate will not be required in order to transfer the title. The buyer will pay a smog transfer fee of $8. If the vehicle sold is more than four model years old, the seller must provide evidence of a current smog certification except in any of the following situations:
o The vehicle transfer occurs between a spouse, sibling, child, parent, grandparent, or grandchild.
o The vehicle was registered and biennial smog certification was submitted to the DMV within 90 days before the date the title transfer took place. A vehicle inspection report may be required for proof of certification.
Vehicles Inspected in Other States
Because California has such stringent rules regarding smog emissions, vehicles that passed smog inspections in other states might not meet California's standards. Therefore, if you buy a vehicle from out of state, you should double-check with the DMV to find out whether you need to get your vehicle inspected in California before you will be allowed to register it.

Bottom line: CA DMV can require an out of state purchased vehicle to go through emissions at their discretion. Don’t p!ss off your DMV representative!

Eastern High Sierra's = California. Sucks that you have to do this for a car with only 400 miles on it.

As I understand it, many states have adopted CA Emissions standards for new cars... Some new cars are still built without CA emissions...they may not have the periodic inspections, or the same rules on transferring titles,as California does, but it's something to consider if you buy a car that you may want to take to another state or buy from another state and register in yours....

At least Commy Cali has come SOME way forward from a few years ago... remember when manufacturers worldwide made cars, and they made California cars--- two different animals? And, back then, it was sometimes (often? usually? almost always?) impossible to register a car that was originally not from CA in the state... I tried to bring a '92 Camaro from Kansas... paid a $300 penalty to start with, then the smog requirements dictated about $1500 worth of extra crap... even though the sniffer test was clean! (Yes... I found a guy who, for an extra $hunski$, was able to give it a "passing" score). Other out of state cars were impossible to make CA legal... even nice, newer cars would end up junked because they could NOT pass smog under any circumstance.

Yeah, California clamped down on bringing in non-CA emissions cars a while back...there was a whole industry of "Grey-Market" cars at the time,,.Mercedes Benzs come to mind in particular...

Smog checks are what killed the VW bugs, air cooled engines just couldn't pass the sniffer test...and they didn't care how crappy the car ran as long as it had the right smog equipment on it...Modern car computers that monitor all that now so it's not as bad as it was...

If your car is not built with CA emissions included, you will have to jump through some hoops to get it registered...

Correct, a new out of state car must have 7500 miles on it before you can register it in Kaliforniastan.

sounds like someone bought a car out of state to save a few bucks on the sales tax in CA..

but CA is smart enough to get you coming and going, so in the long run you might find it is going to cost you more than if you had just bought here.
