Fog lights are automatically on for daytime. They turn off at night when your halo's and headlights are on. You can manually turn off your fogs and turn on your halo's if you wish...that's how I ALWAYS drive around during the day.
Ok, how can I manually turn off the DRLs and run Halos all the time???

Turn your headlight knob one click to the right after you start the car. (assuming the knob is in the off position when you start the car)

Just click one turn cw to turn on the halos and turn off the drl(fogs). The halos are the parking lites, so your other parking lites will also lite(tail lites etc). One thing to remember, if you run the halos during the day(as I do) the headlites will not automatically come on at dark.

Wow... Questioning the intelligence of the correct answer (TAG UR IT), while simultaneously supplying the wrong answer...

Better luck next time

So, to sum this up for everyone, here's the facts.

LS/LT trims w/out the RS package:

No emblems in the grill or rear deck, just the bowties.
Headlights are standard halogen lighting.
Fog lights standard on LT models and up. Fog lights operated by push-button in the center of the headlight "dial"
Daytime Running Lights are the headlights at a lower voltage

LT models with the RS package:

Red RS Emblem added in driver-side of front grille and passenger's side of trunk lid
Fog lights act as the Daytime Running Lights
Headlights are Projection HID with Halos
Fog lights cannot be turned on while headlights are on.
Headlight dial does NOT have a push-button for the fog lights

SS model without RS package:

White SS emblem added in driver-side of front grille and passenger's side of trunk lid
Headlights are standard halogen lighting.
Fog lights operated by push-button in the center of the headlight "dial"
Daytime Running Lights are are the headlights at a lower voltage

SS models with the RS package:

Red SS Emblem added in driver-side of front grille and passenger's side of trunk lid
Fog lights act as the Daytime Running Lights
Headlights are Projection HID with Halos
Fog lights cannot be turned on while headlights are on.
Headlight dial does NOT have a push-button for the fog lights

Just so no one gets confused (I think you just worded this in a confusing way)
No fog lights with RS, with RS you get DRL's, they are not fog lights at all.
