The voltage variation is normal. GM uses a different algorithm on the battery. There are several threads on this. One is very recent in this forum.

Sorry, no.
I am wondering if the issue is in the ballast. I am not familiar with the wiring, etc. One thought (if it can be done) is to swap ballasts? If the bad light moves. ....

Okay so I went outside to look at it again, flipped the lights on, and it was working, I am so confused right now. I even jiggled the wiring harnesses to try and make it go off and it wouldn't go off. And when I parked it last night the light was out and it hasn't moved since but somehow is working now.

Try swapping the ballasts from side to side and see if the problem follows the ballast.

Ballast information

At that point you may find a connection issue also.
