In CA, "Reckless" is further defined in section 2800.2 VC which further defines "willful or wanton disregard" while evading the police in the following:

2800.2 (b) For purposes of this section, a willful or wanton disregard for the safety of persons or property includes, but is not limited to, driving while fleeing or attempting to elude a pursuing peace officer during which time either three or more violations that are assigned a traffic violation point count under Section 12810 occur, or damage to property occurs.

I think traffic court judges, from what I've seen, generally follow the 3+ infraction rule when looking at violation of "reckless" driving per 23101 CVC.

I got a ticket for "unsafe start" one time because I didn't go from left lane to left lane on a left turn from a stoplight.

I was like "I didn't squeal the tires, wtf!!!"

I beat that one in court.

I got one called "exibition of speed". Which made no sense since I was power braking the car and not moving....but the speedo was pegged!

When I was in the Air Force, I "chirped" 2nd gear in my freinds '72 Nova and was pulled over by military police. My ticket stated "Exhibition of speed, breaking traction".
That quote became a legendary inside joke among all my freinds!

Here in Mn we got a bunch of em, reckless driving, careless driving, inattentive driving and failure to use due care or control. Also a lot of cities/counties have local ordinances called exhibition driving.

Wreckless driving definition...driving like an ass, without damaging your car.
Reckless driving definition.....driving like an ass with damage to your car.

Careless driving is a combination of 2 specific infractions within one action.
Reckless is a combination of 2 or more specific infractions, more serious in nature which may have caused damage, yet not specifically mandated.

Careless...switching lanes without signaling while speeding 15 mph over limit.

Reckless...switching lanes without signaling while speeding in the rain causing loss of control or another car to brake to avoid and cause that car to have an accident or nfractors car to collide with another object whether ist be a car, fixed object...etc.

He asked about my driving history (43 and first time ever pulled over).He then asked for the usual info and went back to his car. He came back and told me that he was giving me a warning and that i really did nothing wrong (ticket said improper take off). I then thanked him and asked him what determines wreckless driving. He explained that if i had been in and out of traffic, running up behind cars, out of control, speeding, etc. he could have issued a wreckless driving ticket. He then said, this is a very nice car, be careful and enjoy it!!!

So, as long as you are in control and not "breaking" any traffic violations, there is nothing they can do about spinning the tires.....In WV anyway.
I would have to say you got lucky and got a dumb cop. In all the places I've been, a burn out is classified as exhibition of speed and is a lot worse.
