Not in WA. It really depends on the crime, but generally, for traffic infrations, the police can't write a ticket based on witness statement. Misd. and Felony cases they can.....Reckless Driving is a Misd. in WA. Remember, all my comments are based on WA courts and what this "blue" state deems acceptable. Of course the police can write a ticket for whatever they want, it's just a matter of will it hold up in court and will that officer keep his/her job.
