The clips are a service part - the manual recommends replacing them whenever they're removed - the dealer should have them or go to a site like clipsandfasteners.com and you get a box for about what a single clip costs at the dealer.

The foam is there to hold the wire in place (if I remember correctly), just place it in a good position to hold the wire.
