As a gm technician, the Camaro will have many small dimples in the rear fascia for the plate. I believe there are several due to the different plate sizes in different countries. But yes, the technician during Pre delivery inspection, should install the screws for your plate then. Best to just line up an actual plate so to get the correct holes the first time.
