Just google it type in toe hook license plate holder. Litterally a metal plate with a screw attached. Large variety to choose from.

This is the response I received from Rock Solid.

"Everything that we have on hand is already powder coated. We don't have a template of where to place it on the tube where it would not interfere with the bumper."

I reached out to RSM about two weeks ago about getting one with the tow hook and they dont make them that way.

get the rsm bar, mark where u want ur toe hook and take it to a fab shop/welder and get a threaded coupling and gusset welded to the bar.....maybe add a stand off bracket if ur toe hook rod is short.
pretty simple design, any welder/fab shop can make the complete assembly. can't see it costing more then $200-$300.
