Well, figured it out! It was the evaporator temperature sensor (located under passenger side footwell). It had grounded out.
Because of that sensor, I wasn't getting the ground on Pin 85 via the ECM. Once the temperature sensor was swapped out for a new one, I did. $20 bucks later and it all works great again, nice and cold.
