Just take the 3 push pins out and pull that part of the bumper cover down to you. You can then get your arms in there to just pull the bulb out and replace. I did it both that way and taking them out by removing the lights with the two small push pins that hold them to the brackets and going with the removal of the 3 push pins is definitely easier.
