My understanding is that at this point it would be impossible for any 1 country to control the internet because it now effectively exists in every country with servers. You may be able to limit access into and out of your country but it's beyond control at this point.

I'm a little confused -- just a few months ago weren't people hyperventilating that the current administration was trying to "take over control" of the Internet and now they are to forgo that very same control.

and I'm still very confused as to how those rumors got started... they were pushing for Net Neutrality - which for us consumers is a GOOD thing (if i understood it right, basically the big internet providers would be OFFICIALLY barred from traffic shapping/throttling the internet they provide to their subscribers).

Pretty much. Net neutrality is the current situation (for the most part), just with rules keeping it that way.
