I think the true reason is that the packages are put on according to a predetermined formula and list at the factory. If they had to take the time to leave out the 20 inch wheels for one car and put the V6 grill on a V8 car there'd be a lot more time taken at the factory and thus more money spent. I dunno about the color options but I assume it'd be the same reason.

If you special order a car, why should you not have the ability to delete items you do not want from a package? If you do not want a particular item, that would only speed up the assembly process. "No gauges wanted on this one, move along."

I could see where multiple possible substutions might slow down assembly speed though.

They used to do that until the Japenese taught them to bundle options. All manufacturers do it now, it's a cost-effective requirement for profitability.

Logistics, inventory, assembly...

That being said, it is a pain in the azz for customers sometimes.
