In my L99, turning just TC off lets me spin wheels freely. It is not limited. The only issue is if you start drifting to one side the stabilitrak kicks in and straightens you out. In Competitive mode (L99) I have limited wheel spin (not as much as TC off but a lot more then TC on)+less of a chance of stabilitrak kicking in. Its for a more aggressive drive, but still having the safety features there if needed. Turning both off is free of safety features kicking in and for the more skilled driver or someone who feels more comfortable handling the car in the case of losing control. I am more comfortable driving this way b.c I learned to drive in a 2000 camaro without TC or stabilitrak, which slid all over the road and burned out everytime I accelerated from a stop. BUT I normally drive in competitive mode + Sport in my L99. This is a great combo and I feel a difference in speed/agility.

Totally believe it! I watched a Motor Trend demo of 0-60 tests on the new Viper and they got the fastest times between 2800 and 3000. Anything above that and tire spin became a factor.
