I did the exact same thing backing my car off of my trailer at Camaro Fest this past year! Luckily it only yanked the fasteners/tabs/screws out of their holes. Having taken my bumper cover on and off a couple times I was able to reattach it just fine. It definitely looked worse than it actually was. There ended up being some misalignment and gaps but not noticeable unless you are really staring at. I would say try and get it bolt up as flush as you can while saving for a replacement cover.

Ouch, this is why I'm getting a front facing camera, I've done this as well, just only sacrificed a front splitter instead

Okay I get where you're coming from. But let's be clear about something those concrete blocks are not supposed to have the rear protruding so high up. If I'm not mistaken athe stock ride height the front bumper can clear those concrete blocks. I understand op was doing a Uturn however, those concrete blocks shouldn't have these spears hanging out of them. That's just my .02

I was going to offer my condolences and WTF for the front end damage and how it occurred, but the horn honk ticket just trumped it in the WTF category. I hope the Prius driver didn't suffer too much emotional distress.
