I used to be the guy that would 'retaliate' against tailgaters, but have since come to the conclusion that they may actually be in a hurry for a reason... loved one may have been in an accident, or at the hospital. They could be a doctor rushing to a call. Could have an injured person in the car taking to the hospital, etc, etc, etc... But, its probably just someone that overslept and will be fired if they are late to work one more time.... guess what Im saying, is - dont be the person that made them late for their loved ones 'last words'..... Just move over, life's too short...

Generally speaking most people are doing speed limit +5. On the highways near me, SL is 55MPH and people regularly do 70, 80 when there isn't much traffic.
If you are going speed limit, or only a few above, are in the left lane and someone is trying to pass, you need to move over. At the same time I have encountered some 100% grade A-a$$holes who are putting people in danger with their driving, and I have (quite a few times) slowed down to the speed limit and paralleled myself with the car in the right lane, so they can't pass. After about a mile or two they usually back off. I had one guy on me just last week FLYING down a very high-traffic roadway in Pittsburgh (route 51) where speed limit is generally 40, he had to of been going 80-100MPH (this was at like 1AM)...so fast he almost hit some guy crossing the road (he blew a red light), almost hit 2 cars in front of me, I pulled up next to one of the guys he almost hit and he was on the phone with 911, I called too - motorcycle cop not a half mile down the road hit his lights and BOOKED it going after him. I hope they towed his car.

Guys I think we are talking about 2 different scenarios here. First if im on a 2 or 3 lane road I always move to the right so faster drivers can pass. If im on a 2 lane highway where I would auctually have to pull onto the shoulder to let someone pass.....ya thats not happening...they can wait for a straight stretch of road to pull out and pass.
