Wow that's hard to look at ... Never understood the point of 2 plates. I'm in Cali and we are required to have them as well but I haven't had a front on for almost 2 years and no problems. Good luck with your dealer.

The Camaro i've got on the way unfortunately has the front bracket mounted :( I just hope that I don't find anything this bad when it gets here.

Anyone know if you can mount a long plate on the short US bracket? Or do I have to pull it off and get a longer mount (for NZ plates)

That is terrible....I don't understand why they'd go next to the holes....maybe they didn't have bolts to fit the holes that were already there? Either way, he said it was only 3M tape, they should fix it, bottom line.

This is some quality workmanship right there, I bet they lost the original fasteners, and since the existing holes were too big for those drywall screws they just drilled new holes next to the old holes.

As there are 8 holes. I'd say the previous owner removed it, and it was then reinstalled (likely by the previous owner before trade or sale). The original hardware bag contains 4 pop rivets to attach the bracket to the bumper, and 4 screws to attach the plate. I have it sitting at home on my work bench. I asked the dealer not to install it, so they put it in the trunk.

I have two of them with unused hardware/rivets.

That's a deal-breaker right there, I wouldn't have accepted delivery unless they removed plate holder and fixed holes for me.

They are always in a rush and will say anything to get you rolling out in your new car and people get caught up in the excitement. You live and you learn.
