Well I'm not going to say it's normal per se' but I will say for it being -20 degrees and it happening immediately after sitting then going away and not returning you are probably fine. It really should not happen which is why I lean to not normal but it could certainly be explained as no big deal once you find out what it is.

IF you find out. I'd guess you'll never know unless it becomes a problem.

This has happened to me also, guess what it was friggin cold. Took the obd out and sure enough a few missfires on 2 cylinders. I think my cel flashed but I really wasn't paying to much attention. I have talked to the head mechanic at my local dealership and there were numerous cars coming in with this problem. Both v8 and v6 Camaro's. They have been putting in fuel system cleaner as they are diagnosing this as combo problem with winter grade fuel an very cold temps. I put in a can of royal purple fuel a conditioner, can't say if that help or it's just been warmer. But I haven't seen the problem since.
Little bit of preventative maintenance, and it's cheap.

CEL means something is wrong.. I don't see anyone posting that it's normal.
You can go to ANY AutoZone or Advance Auto and get the code read and reset.

Well we have much more info than we did before.

Of course a CEL is not normal, esp. a flashing one. But if it's briefly caused by the extreme cold then he can find out what exactly is happening and prevent it.

My experience to the letter! I did everything you did and was told the same thing by experts and today have not had another CEL..
