Just unboxed my Porter Cable polisher.

Questions: Is the spacer necessary for the polisher pad?

Rotating the polisher head by hand I noticed it rotates in an elipse and not a circle. I'm assuming this is designed this way and it is not a defect?

Yes you need that washer/spacer. If you don't put it on you'll never get your backing plate off.

Evidently I didn't get a backing plate with my pc. The box indicates it doesn't come with one. What size do I need?

Depends entirely on what pads you're running... sizes of pads and style of pads very from company to company. Our backing plate is a 5.875" I believe and works with our pads which are 7.5" of pad face, but the guide/snap ring is the size of the BP.

Yes, the PC is an elliptical (orbital - doesn't mean circular) buffer it's not broke

That metaphor doesn't work for me since I believe in the geocentric universe.
