These things used to be about public safety, and still are to a certain degree. However, I believe it's now more so about revenue than anything else, given the economy, and the broke-ass states like NY and others.
Like in American Graffiti when John Milner told the girl when he got a ticket, "Stick in the glove box under CS, for chicken sh!t"

Chirping tires can be subjective as well. I get a slight chirp pretty often just rounding a corner at a pretty low rate of speed and while definitely NOT trying to accelerate hard in my nearly 6000 pound Silverado. My Dad's 94 Z28 would chirp second at part throttle and that was without any mods (with an Auto). It's a BS revenue generator.

Still, if you're accelerating hard to merge onto the interstate that's one thing. If you're punching it from a light because you're forgetting your right foot a little, that's something else. I think it's largely dependent on the car/truck/etc.. Here, I can pass cops on the interstate doing up to 5 over and I don't even get looked at. I imagine that would be different if I was in a sporty car.

I've done this against a cop, once, in my Stang. I actually rolled down the window first and asked him if he would allow me to race him, he just laughed (well, actually it was more of a faint smirk) and shook his head no, but when the light turned green I punched it anyway. However, I was careful not to make the tires squeal or the tail waggle (which is not easy in my car), and he didn't do anything but catch up and then speed away from me. I just stayed at the limit and eventually lost sight of him. I'm in MD by the way, and I don't know if this story means anything, but I thought I would throw it out there.

in south FLA it is called improper start LOL and gets you 4 points i think maybe it is 3 points and if the cop is a real MF you can also get one for racing that what i got in my 02 TA cost was a little over 400 for the two lawyer cost about 300 no points ALWAYS FIGHT EVER TICKET NO MATTER WHAT

Not really the same thing.

Cops in Arizona (or anywhere else for that matter) are specifically FORBIDDEN by a new law from "harassing" (or doing anything else to you) because they "think" you are an "illegal". If they did something like that then they can be sued for a civil rights violation. If you happen to break another law then they simply have the right to ask you for your ID. (Something we all do every day and hardly think of as "harassment").

As far as I know there are no laws (new or old) that make it illegal for cops to "harass" you for driving a certain way.

So, it's not the same thing by any stretch of the imagination.

Accelerating too fast can be ticketed as reckless driving if I'm not mistaken.

There isn't a law against it in Ontario. Only thing that MAY apply depending on the situation is careless driving. Or, if you almost hit someone for example it would be dangerous driving which is a criminal charge.

Just pick safe spots to do it. And dont tell a cop that there's no law about getting to the speed limit quickly haha!
edit: there is the racing section but you can't race by yourself lol. Just remember doing this draws so much attention to yourself. You're way better off just doing it when no one is around.

Colorado Revised Statutes
42-4-1105. Speed contests - speed exhibitions - aiding and facilitating - immobilization of motor vehicle - definitions. (1) (a) Except as otherwise provided in subsection (4) of this section, it is unlawful for a person to knowingly engage in a speed contest on a highway.

(b) For purposes of this section, "speed contest" means the operation of one or more motor vehicles to conduct a race or a time trial, including but not limited to rapid acceleration, exceeding reasonable and prudent speeds for highways and existing traffic conditions, vying for position, or performing one or more lane changes in an attempt to gain advantage over one or more of the other race participants.

(b) For purposes of this section, "speed exhibition" means the operation of a motor vehicle to present a display of speed or power. "Speed exhibition" includes, but is not limited to, squealing the tires of a motor vehicle while it is stationary or in motion, rapid acceleration, rapid swerving or weaving in and out of traffic, producing smoke from tire slippage, or leaving visible tire acceleration marks on the surface of the highway or ground.
