Glad your neighbor problems are over, but just wanted to make a comment. It is possible the kid had autism or some sensory integration issues. There are folks in the world who are more sensitive to noises than others. And, it could have just been a guy who wanted to be a PITA. Just saying, you don't always understand the struggles of others.

well we live beside them and our house sits at the end of a dead end street, we get to witness there antics first hand. they seem to revel in being "trashy". they are even verbally threatening to my family. looking in to getting a camera system to document there BS once the weather improves.

I have a Presa Canario and a Pitbull for anything that wants to wander into the yard, but even in good neighborhoods (as evidenced by the OP) there are PITA people. One of the neighbors threatened my wife, despite the old drunk hag not really being capable of doing anything, my wife called the cops every time she did it. Now, the hag stays in her house.

Fortunately, our code enforcement is fairly intrusive so if people try to turn their yard into a parking lot, or not mow their lawn for a year, one (or one hundred) call does it all.

This is the type of intentional harassment that gives performance car owner's a bad name. Pretending for a moment that he did move because it was somehow traumatizing his child, we should be proud of this father that would put his child's well being ahead of where he lives. As someone else stated, we do not know the medical condition of the child or any other potential vital details about the situation (nor have we heard the actual car in question), but oh hey let's all go harass the man and his child to make whatever is going on only worse. In this analogy, one may wonder where the true possible mental condition exists.
