An incandescent light can produce too much heat in the summer so some will use CFL's to keep rooms cooler. However that extra heat is much appreciated in during the winter, so sometimes people will switch their bulbs back and forth as temperature dictates.

you gotta start out gently if you want it too last. if you go in too hard you could damage something and possibly never be able to install the bulb again.
