I think that it's a reasonable inference to conclude from the above information that an issue has been identified in the quality assessment process.

So you are making an assumption based on a blanket statement that GM is continuing with the quality assesment and production has halted?

I'm making an inference based on the hold, the continuing quality assessment, the halting of production, and the quote from autoweek.com, "A Chevrolet spokesperson said the company goes through a standard quality assessment and that it has found what could be a potential concern."
