is there a way to bypass or shutoff the governor?

I honestly don't know, but its there for a reason, so unless you're gonna be racing, and I can guarantee you don't have the experience to be at those speeds stably at your age, it should stay right where it is. and anyways, at what point while driving on the streets are you gonna have to be doing 120+ mph??

There is a dragstrip near my house that has a two mile dragstrip, that would be the only place i would be going over 120, if thats even possible in a two mile stretch

if you're doing quarter miles, unless you have some major mods, you still won't hit 120, but a quick google search said that the limiter is at 155, http://www.ls1tech.com/forums/pontia...top-speed.html

that price is WAY too high

LT1's aren't a hot item anymore... I would either look for something with a blown motor, a v6, or a roller.

Nope, you're be screwed either way. Insurance companies see "Z28" and "16 year old" (unless you swap an engine into a v6 model, of course).

Z28 will already have the proper suspension setup for a V8.

It has to be tuned out of the computer. You can use a pocket programmer or have it professionally dyno tuned. I'd recommend the latter if you're going to all the trouble of doing an engine swap.

The optispark issue was fixed starting with the '95 model year. My family has a '95 Z28 that was purchased with less than 50 miles on the odometer which is what I learned to drive on. It has a lot of use as a daily driver during the warmer months. We just did the first tuneup on the car at 120k miles, and that is the first time that the engine was ever really touched. It will still smoke brand new tires from a standstill. I have also seen those cars with 200k+ that still drive like a champ.

That being said, the LS1 is a much more refined motor. It is a new generation of motor after the LT1, and I don't believe it has any interchangable parts with an LT1. I would go with an 01-02 model as they have a better airbox and few other refinements over the 98-00 models.
